The Philippine Health Insurance Corporation (PhilHealth) is a tax-exempt, government-owned and controlled corporation (GOCC) of the Philippines, attached to the Department of Health. It was created in 1995 through the enactment of Republic Act 7875, the National Health Insurance Act. PhilHealth's primary mission is to provide social health insurance coverage to all Filipinos, aiming for universal health coverage. It implements the National Health Insurance Program, a social insurance scheme designed to provide a means for the healthy to help pay for the care of the sick and for those who can afford medical care to subsidize those who cannot.
