The Texas Windstorm Insurance Association (TWIA) was established by the Texas Legislature in 1971 as the state's insurer of last resort for wind and hail insurance. Its mission is to provide essential coverage to property owners in the 14 first-tier coastal counties and parts of Harris County who are unable to obtain it from the private market. TWIA is a pool of all property and casualty insurers authorized to write coverage in Texas and is governed by a board of directors and overseen by the Texas Department of Insurance. It does not make a profit and is designed to be financially sound to handle claims from catastrophic events like hurricanes.
