ABLV Bank, AS was one of Latvia's largest private banks, established in 1993. It specialized in providing a wide range of banking, investment, and advisory services primarily to high-net-worth international clients, with a significant client base from CIS countries. The bank's operations came to an abrupt halt in February 2018 after the U.S. Treasury Department's Financial Crimes Enforcement Network (FinCEN) accused it of institutionalized money laundering, leading to a decision by the European Central Bank (ECB) that it was "failing or likely to fail." Subsequently, the bank's shareholders opted for a voluntary liquidation process to meet obligations to clients and creditors.
