Established by Massachusetts law in 1973, Commonwealth Automobile Reinsurers (CAR) is the reinsurance pooling facility for the state's private passenger and commercial automobile insurance. Its mission is to ensure access to automobile insurance for all eligible drivers in Massachusetts, particularly those considered high-risk who may be unable to obtain coverage in the voluntary market. CAR is also designated as the state's statistical agent, responsible for collecting, processing, and reporting motor vehicle insurance data to the Division of Insurance. It is a non-profit, unincorporated association of all insurance companies authorized to write automobile insurance in Massachusetts.
