Valley Health Plan (VHP) is a local, public, not-for-profit health plan serving Santa Clara County, California. It was established in 1985 by the County of Santa Clara, initially to provide a quality health plan option for County employees. Over the years, VHP has expanded its services to offer affordable health coverage to individuals through the Covered California marketplace, families, and various employer groups. Its mission is to ensure access to quality, comprehensive healthcare for the local community, operating as the only locally-based health plan in the county.
