Established in 1982 by African governments, the African Development Bank (AfDB), and the Africa Re-Insurance Corporation (Africa-Re), Shelter-Afrique's mandate is to address the continent's acute housing shortage. It operates as a development finance institution, providing a range of financial products (including project finance, lines of credit, and equity investments) and technical advisory services to public and private sector partners for housing and urban development projects. In 2023, the organization rebranded from "Shelter Afrique" to "Shelter-Afrique Development Bank (ShafDB)" to better reflect its status and mission.
