Southern Tier West Regional Planning & Development Board (STW) is a non-profit organization established in 1969 to serve communities and businesses in Allegany, Cattaraugus, and Chautauqua counties in New York. Its mission is to foster regional collaboration, promote economic development, and enhance the quality of life in the region. STW administers various programs, including the prominent REDEC/RRC Loan Funds (Regional Economic Development and Energy Corporation / Regional Revolving Loan Corporation), which provide gap financing to local businesses to encourage private investment and support the creation and retention of jobs.
