Founded in 1966, MASS-SPECC Cooperative Development Center is the oldest and largest cooperative federation in the Mindanao region of the Philippines. As a secondary cooperative, its members are not individuals but primary cooperatives. Its primary mission is to empower these member cooperatives by providing a wide range of financial and non-financial services. This includes acting as a central finance facility (offering loans and accepting deposits), providing technical and institutional-building support, delivering education and training programs, offering IT services, and engaging in advocacy to promote the cooperative movement.
