The Independent Cities Finance Authority (ICFA) is a Joint Powers Authority formed in 1988 by the League of California Cities and the California State Association of Counties. Its mission is to assist local governments, non-profits, and private entities in financing public capital improvements and other projects that provide a tangible public benefit, a private good, and/or an appropriate blend of public/private benefits. ICFA acts as a conduit issuer, primarily using tax-exempt bonds to provide accessible and affordable financing for a wide variety of projects across California.
