Established in 2001, the Financial Services Promotion Agency (FSPA) was a Mauritian government agency tasked with the strategic development and promotion of Mauritius as a leading International Financial Centre. It worked in collaboration with the Financial Services Commission (FSC) and private sector operators to attract international investment and business. In 2018, the FSPA was merged with the Board of Investment (BOI), Enterprise Mauritius (EM), and the Mauritius Africa Fund (MAF) to create a new apex body, the Economic Development Board (EDB) of Mauritius.
