The Federal Home Loan Bank of San Francisco is a cooperative, wholesale bank and one of 11 FHLBanks chartered by the U.S. Congress in 1932 to promote homeownership. It is wholly owned by its member financial institutions in Arizona, California, and Nevada. The Bank's mission is to provide its members with reliable, low-cost funding and other services that enhance their ability to finance housing, create jobs, and build communities. It does not lend directly to the public but serves as a "bank for banks," credit unions, insurance companies, and other financial institutions.
