Created in 1960, the Blue Cross and Blue Shield Federal Employee Program (FEP) is a nationwide fee-for-service health insurance plan administered by the Blue Cross Blue Shield Association under a contract with the U.S. Office of Personnel Management (OPM). It is the largest privately underwritten health insurance contract in the world, serving over 5.6 million members.
