The VML/VACo Finance Program was created in 1980 by the Virginia Municipal League (VML) and the Virginia Association of Counties (VACo) to provide Virginia's local governments with access to capital markets. Operated by the non-profit Virginia Local Government Finance Corp. (VLGFC), the program offers a suite of specialized financial services, including pooled bond programs, lease-purchasing, interim financing, and the Virginia Investment Pool (VIP). Its mission is to deliver affordable, innovative, and efficient financing and investment opportunities to cities, towns, and counties across the Commonwealth of Virginia.
