The North Carolina Department of Insurance (NCDOI) is a state regulatory agency established in 1899. Its primary mission is to promote a stable insurance market and protect consumers by ensuring the fairness and legality of insurance practices in North Carolina. The department, led by the elected Insurance Commissioner, is responsible for licensing insurance companies, agents, and brokers; reviewing insurance policies and rates; investigating consumer complaints; and ensuring the financial solvency of insurance companies operating within the state. Additionally, the Insurance Commissioner serves as the State Fire Marshal, overseeing fire safety inspections, education, and investigations.
