The CAK (Centraal Administratie Kantoor) is a public service provider operating on behalf of the Dutch government, primarily the Ministry of Health, Welfare and Sport. It is not a private company but an independent administrative authority (ZBO). The CAK's core mission is the implementation of statutory regulations and financial schemes. Its key responsibilities include calculating and collecting personal contributions for the Long-Term Care Act (Wlz) and the Social Support Act (Wmo). A central part of this process is the "vermogenstoetsing," or capital assessment, where the CAK assesses an individual's assets and income to determine the amount they must contribute towards their care. Additionally, the CAK manages financial arrangements for specific groups, such as individuals who are uninsured or reside abroad but are entitled to Dutch medical care.
