The Agence de Régulation des Transferts de Fonds (ARTF) is a public administrative and technical entity in the Democratic Republic of Congo, established by Presidential Decree No. 19/03 on March 26, 2019. Its primary mission is to ensure the regulation, supervision, and control of all fund transfer activities conducted by financial couriers (messageries financières) within the country. The agency works to protect consumers, maintain the stability of the financial system related to fund transfers, and ensure that operators comply with national laws and regulations.
