The Virginia Housing Development Authority (VHDA), which conducts business as Virginia Housing, was created by the Virginia General Assembly in 1972. It is a self-supporting, not-for-profit organization with the mission to help Virginians, especially those with low to moderate incomes, achieve their housing goals. VHDA accomplishes this by providing affordable homeownership and rental housing opportunities through mortgage loans, financing for apartment communities, and free homeownership education, without using state tax dollars for its programs.
