The North Carolina Joint Underwriting Association, also known as the FAIR (Fair Access to Insurance Requirements) Plan, is a tax-exempt entity created by the North Carolina General Assembly. It functions as a market of last resort, offering basic property insurance on eligible risks to applicants who cannot obtain coverage through the voluntary insurance market. The NCJUA is comprised of all insurance companies licensed to write essential property insurance in North Carolina and is governed by a Board of Directors, with oversight from the NC Commissioner of Insurance. Its mission is to ensure that no property owner in North Carolina is denied access to essential insurance coverage due to factors beyond their control.
