The First Nations Finance Authority (FNFA) is a non-profit organization established by the federal *First Nations Fiscal Management Act* in 2005. Its primary mission is to provide First Nation governments with access to long-term, affordable financing for infrastructure and economic development projects. FNFA operates by pooling the borrowing needs of its member First Nations to issue debentures on the capital markets, thereby securing low-cost loans similar to those available to other levels of government. In addition to financing, FNFA also offers capital planning advisory services and investment opportunities for its members.
