Created in 1972 by the Virginia General Assembly, Virginia Housing (formerly the Virginia Housing Development Authority - VHDA) is a state-chartered housing finance agency. Its mission is to help Virginians achieve quality and affordable housing through public-private partnerships. As a self-supporting organization that does not receive state tax dollars for its operations, Virginia Housing finances its programs by raising private capital through the sale of bonds. The agency provides a variety of services, including affordable home loans for first-time homebuyers, financing for the development of affordable rental communities, down payment assistance grants, and free homeownership education.
