Created by the Pennsylvania General Assembly in 1972, the Pennsylvania Housing Finance Agency is a public corporation and government instrumentality. Its mission is to expand affordable housing and homeownership opportunities for older adults, low- and moderate-income families, and people with special housing needs. PHFA achieves this by providing capital for the construction, rehabilitation, and purchase of single-family homes and multi-family rental apartments, working with a network of lenders, developers, realtors, and community groups.
