The Securities and Exchange Regulator of Cambodia (SERC) is the principal regulatory authority responsible for supervising and developing the securities market in Cambodia. Established under the Law on the Issuance and Trading of Non-Governmental Securities in 2007, SERC's primary mandate is to regulate and oversee the Cambodian securities industry, including the stock exchange, securities companies, and market intermediaries. Its main objectives are to protect investors, ensure fair and orderly trading, and promote a stable and transparent securities market in Cambodia. SERC's responsibilities encompass a wide range of regulatory functions, such as the licensing and supervision of securities firms, brokers, dealers, and advisors. It also oversees the registration of securities offerings, promotes market integrity and compliance with securities laws, and enforces rules and regulations to prevent market misconduct and fraud. Furthermore, SERC plays a critical role in educating and informing the public and potential investors about the securities market to foster a culture of investment and financial literacy in Cambodia.
